Like many other EU members, Ireland needs to make a major effort in the energy transition and has ambitious plans for the development of offshore wind. The goal is to operationalise 7 gigawatts (GW) of offshore wind by 2030. However, the potential is much larger and is estimated at 70 - 100 GW. With the development of offshore wind, the country will generate more energy than it needs at times. That's why Ireland is also looking into developing green hydrogen technologies to store the surplus of energy for its own use later, and as an export product that will play a central role in securing green energy for Europe.
Guidance across the entire offshore wind value chain
The Netherlands is strongly committed to achieving international climate agreements, but we cannot do it alone. International collaboration and strong partnerships are key for a more sustainable future. Offshore wind energy is one of the many prospects within our reach. Not only does it contribute significantly to the energy transition, but it also offers promising economic growth and employment opportunities.
The Netherlands is keen to offer its expertise and guidance across the entire offshore wind value chain, from offshore installation and transport to maintenance and educational training. The sector already has substantial experience and skills in constructing unique vessels, foundations engineering and installation, wind turbine installation, safety training and handling systems. All of which can support Ireland's next energy transition chapter.
A long-term partnership
With a cluster of Dutch offshore wind experts representing the PIB Offshore Wind Ireland, the Netherlands aims to share knowledge and expertise with Irish businesses in the energy sector. By actively collaborating with our local partners in the supply chain, focusing on teamwork, collaboration, and innovation across the board, we ensure every wind farm has an economical, safely operating, and sustainable future. Together, we can prove that offshore wind is a powerful solution to achieve climate goals while effectively contributing to economic opportunities from renewable energy. Ultimately, this leads to high certainty for project developers, increased investor confidence, and lower overall costs.

Climate change poses a significant threat globally, necessitating immediate action to mitigate its effects. The need to enhance resource efficiency and transition towards a circular economy has become a priority for nations worldwide, especially for China, which is committed to reducing carbon emissions and optimizing waste management.
In this context, sustainable waste management plays a pivotal role. China's focus on transforming its waste treatment processes and increasing material reuse aligns seamlessly with global environmental goals. By improving wastewater treatment and increasing recyling efforts, China is not only addressing local challenges but also contributing to the achievement of the UN's Sustainable Development Goals (SDGs).
Global collaboration and strong partners like China, are essential for a more sustainable future. Both China and the Netherlands share the ambition of advancing resource efficiency and environmental protection, making their partnership highly strategic. In 2023, the Dutch government presented an inter-governmental national circular economy program, ''The Netherlands Circular in 2050''. It envisions fully decoupling economic growth from resource utilisation. This vision aligns closely with China's green transition goals, focusing on fighting climate change, reducing pollution, and ensuring material supply security. By partnering with China, the Netherlands can bring its expertise in circular economy and waste (water) management to help China address critical challenges like water scarcity, resource reuse, and emission reduction. Building a sustainable waste water treatment system is built on several distinctive characteristics, and we offer:
- Innovative solutions with proven tech: co-creating new and inclusive solutions that revolutionise water cycles of industries, cities, agriculture and food production.
- Consultancy on the implementation of waste law, policy and regulation.
- Expertise in managing relevant parties together (quadruple-helix).
- Ample international experience.
The Netherlands and China have an extended history of trusting collaboration and are committed to solving challenges. The Dutch waste management and water sector is well known in China. To meet mutual goals, a Dutch private-public partnership, Waste2Resources China (W2RC), is initiated to offer a comprehensive, innovative, and transformative strategy that addresses all aspects of the waste management value chain. In March 2023, the Dutch Consulate General in Guangzhou organized a mission to Shenzhen and Jieyang, where a promotional seminar and matchmaking program connected six Dutch companies with 30 Chinese environmental firms. It accelerates both nations' efforts toward sustainability.

Circular neighborhoods California
The PIB Circular Neighborhoods California-Netherlands is a public-private partnership and part of the program ‘Partners for International Business’. The partnership includes the Netherlands Enterprise Agency, which is a government agency with access to a global network of embassies, such as the Consulate of the Netherlands in San Francisco. Together with our Californian partners, we hope to develop circular neighborhood solutions for both California and the Netherlands.
Cities are the heart of human activity. By 2050, 70 percent of the global population will live in urban areas. Up to three quarters of global resources are consumed by urban activities and they account for 70% of global greenhouse gas emissions. The challenges faced by both Californian and Dutch neighborhoods are manifold. Climate change causes problems like rising temperatures and a lack of water for sanitation and agriculture. While social issues like restricted access to healthy food in so-called food-desserts and affordable housing persist.
Although, in general, urbanization is strongly correlated to increases in wealth and access to better amenities with regard to hygiene, health and nutrition. It also puts pressure on natural and city resources. The solutions lie in a circular approach to building neighborhoods. At the same time, circular neighborhoods also help achieve the UN Sustainable Development Goals (SDGs) ─ set to create a fairer and more liveable world for all.
The PIB Circular Neighborhoods Netherlands-California brings together 11 organizations and companies which each play a key role in building the resilient and regenerative cities of the future.
From donut economics to rebuilding by design
California and the Netherlands share the same progressive, forward-looking mindset. Making them perfect partners to face their common challenges together as rapid population growth in already densely populated areas intensifies. Climate change and pollution disproportionately impact less upwardly mobile residents in cities, adversely affecting standards of living, health and even life expectancy. This can lead to social and political polarization. Adopting circular systems in a neighborhood can help build bridges between communities and reduce our CO2 emissions.
Circular Economy strategies have the potential to offer solutions: they can start small and deliver results ‘close to home’. Solutions can be copied and adapted from one neighborhood to the next, each in their own context and with their own local heroes.
California and the Netherlands alike can benefit from exchanging circular experiences and solutions. Like the Netherlands, the state of California is a frontrunner on sustainability issues and has high ambitions to become more circular. The state already has good waste management and recycling facilities, but now its focus has shifted to include sustainable urban development and ecosystems.
