Ukraine’s recovery is a long-term effort that goes beyond rebuilding what has been damaged. Together with Ukrainian, European, and international partners, the Netherlands supports a resilient and future-oriented Ukraine by connecting public organisations, businesses, and knowledge institutions around practical solutions that respond to Ukraine’s priorities.

A message from our Special Envoy for Ukraine
"After more than three and a half years of war, the damage Russia has inflicted upon the Ukrainian people and Ukraine’s social and physical infrastructure is immense. Power plants and other vital infrastructure have been damaged or destroyed, and many people have lost their homes and their livelihoods. Reconstruction cannot wait; it must start now, hand in hand with early recovery.
The private sector has a crucial role to play in rebuilding Ukraine. Dutch companies with their extensive knowledge and expertise – especially in the areas of construction, sustainable energy, agriculture, water, and life sciences and health – can make a key contribution to the country’s reconstruction.
The ReBuild Ukraine conference is an excellent opportunity to learn first-hand about Ukraine’s most urgent needs and priorities, to showcase Dutch knowledge and expertise, to network and establish contacts with governments, businesses and financial institutions, and to engage in sustainable cooperation with partners.
During the conference, several panels will hold in-depth discussions on Ukraine’s needs and provide insights on how we can best work together to rebuild Ukraine in a resilient and sustainable way.

The Ukraine Partnership Facility (UPF) supports partnerships between Dutch and Ukrainian organisations that contribute to Ukraine’s recovery and reconstruction.
In the second funding round, 13 projects were approved across 5 priority sectors, reflecting the breadth of Dutch expertise supporting Ukraine’s recovery.
ReBuild Ukraine missions 2026
In 2026, the Netherlands is participating in two ReBuild Ukraine missions. Each mission focuses on different sectors and brings together Dutch and Ukrainian partners to strengthen long-term recovery and reconstruction.
ReBuild Ukraine Life Sciences and Health
30 September – 2 October 2026
The ReBuild Ukraine Life Sciences and Health mission brings together Dutch and Ukrainian organisations working on the recovery and modernisation of Ukraine’s healthcare system.
With a focus on rehabilitation, healthcare infrastructure, digital health, and workforce development, the mission supports knowledge exchange, partnership development, and practical cooperation

ReBuild Ukraine energy, construction and infrastructure, and water

The ReBuild Ukraine energy, construction and infrastructure, and water mission brings together Dutch and Ukrainian organisations working on the recovery and modernisation of Ukraine’s essential infrastructure.
With a focus on resilient energy systems, circular construction, resilient infrastructure, and sustainable water management, the mission supports knowledge exchange, partnership development, and practical cooperation.
